The Great Admin[]
The city's newly-elected administrator, in his tyrannical rule he has given rise to both the anti-leisure laws and the E-Cop police force. He has flooded the city with propaganda to reinforce his rule. Pro-work and pro-industry, the Great Admin claims to be working for the city's best interest, though the pollution and poor conditions would make it seem that isn't the case.
